Utkal University is located in Bhubaneswar, Khordha, Odisha. Utkal University is the oldest university in Odisha. Utkal University is the seventeenth oldest university in India. When Odisha got separated from Bihar a new province was created of Odisha on April 1936 and there was a desire for establishment of a separate university in Odisha. But until 1936, all the colleges were under Patna University or Andhra University. Later a committee was created  on 2 March 1938 by the government of Odisha along with Shri Biswanath Dash and the committee appointed Pandit Nilakantha Das as chairman for having a detailed study about the possibilities of having a separate university in Odisha. To the government of Odisha Utkal University Bill was introduced by the minister of education Pandit Godavarish Mishra. Late on 30 June 1943 the bill was passed by the Odisha Legislative Assembly. On 2 August 1943 the Governor's assent was received and the Utkal University Act 1943 came into force by giving the foundation for the establishment of the university on 27 November 1943. Before moving in to its own campus at Bhubaneswar which is known as Vani Vihar, Utkal University were controlled from Ravenshaw College.

Utkal University is presently located on an area of 399.9 acre, which is the heart of Bhubaneswar. This university is the biggest university in the country which gives affiliation to more than 381 colleges and that includes 16 autonomous colleges, 100 professional colleges,9 law colleges and 7 colleges. All these are affiliated to this university and they have students around 4303 in number. The institution has a good faculty who are well educated with good experience. The university provides all the facilities for the students. The university is well established with all the modern facilities provided for the students. They provide residential  student halls for both girls and boys separately. They have a well established library known as Parija Library. The library has a good collection of books.

The university also provides Distance education. The centre for distance education is known as DDCE UTKAL UNIVERSITY. The college provides Undergraduate, Post graduate, Ph. D and M.Phil courses. Admission procedure is through online mode. For courses like BBA, MBA, and MCA admission is based on an online test conducted by the institute, in addition to a personal interview. Also for the diploma courses the admission is based on an online test. For other programmes such the preference is given to the one who comes first.
